Chief Administrative Officer

Introduction

This position is located in the Criminal Justice Coordinating Council for the District of Columbia (CJCC). The CJCC is an independent District government agency. The mission of the CJCC is to serve as a forum for identifying challenges and generating solutions to enhance public safety and the fair administration of justice for District of Columbia residents, visitors, victims, and justice-involved individuals. The CJCC facilitates information sharing and collaboration, conducts research and analysis, and provides training and technical assistance on behalf of its District and federal member agencies.

Incumbent serves as a key member of the Executive Director's management team for all administrative operations and participates in recommending and formulating policies and strategies on human resources, agency operational policies, budgeting strategies and program management. Incumbent is primarily responsible for the day-to-day management of the administrative functions of the agency, which includes human resources, performance management, staff training and development, administration support, contracts and procurement, property management, strategic planning, records management, and ethics.

Major Duties

The incumbent will be responsible for planning, developing, managing, and coordinating vital administrative support functions including, but not limited to, human resources management; budget formulation; grants management; contracting and procurement; property management; strategic planning and agency performance management; ethics; and records management. Oversee the development and maintenance of policies and procedures essential to the effective administration and coordination of the agency's programs. Plans, organizes, directs, negotiates, coordinates, implements, and reviews the administrative policies and procedures for the agency.  Develops, recommends, and implements agency policies, systems and procedures related to the functions under their control. Reviews, analyzes, and recommends the development and\or revision of departmental policies and practices. Ensures that all agency policies and practices are consistent with applicable guidelines.

In consultation with the Executive Director, establishes the agency’s annual performance plan, and monitors and reports on the agency’s strategic goals, operations, key performance indicators, workload measures, strategic initiatives and key accomplishments. Oversee human resources management to ensure proper planning for personnel needs, as well as by providing effective responses to personnel issues. Ensures the agency is compliant with all applicable human resources regulations. Oversee all procurement activities to ensure that the agency complies with all relevant contracting and procurement guidelines. Oversee financial reporting for grants awarded to the agency. Ensure that the facilities available meet the agency’s programmatic needs.

Qualification and Education

Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Working Conditions/Environment

The work is performed in an adequately lighted and climate-controlled office.

Domicile Requirements

Applicant will be subject to the domiciliary requirements for Excepted Service appointees, who must be domiciled in the District of Columbia at the time of appointment or become domiciled in the District of Columbia within 180 days after appointment and maintain such domicile for the duration of his or her appointment.

Background Check: Incumbent must successfully pass an FBI criminal background check conducted by CJCC as a condition of employment and may be subject to periodic criminal background checks for the duration of your tenure.  These background checks will be conducted pursuant to internal CJCC policy, and one must be completed before your first day of work.
