The CJCC identified information technology integration as one of its top priorities as early as 1997. In 1998, CJCC began a Working Group “to develop policies, plans and a governance structure for the coordination, cooperative development, and administration of the city’s justice information technology; to encourage consensus on information systems development issues; to insure complete communications compatibility; and to identify funding strategies….” The CJCC recognized the need for “...comprehensive management information through integrated information technology systems…” The Interagency Agreement established an Information Technology Advisory Committee (ITAC) was developed to serve as the governing body for system development.
